Not if the move is done properly. URLs are preserved or redirected one to one, metadata and headings carry over, and the sitemap is resubmitted. Preserving what already ranks is part of the scope, not an extra.

No. A common route is to redesign the pages that carry traffic and enquiries first, then extend the new system page by page as budget allows. The design system makes that consistent rather than patchy.
Then you have saved the cost of a redesign and you know where to spend instead — usually traffic, offer or follow-up. I would rather tell you that than sell a rebuild you do not need.
